A fractional CDO brings senior leadership to either your data function or your digital transformation program, on a part-time basis. The title covers two distinct roles depending on context.

Chief Data Officer: Focuses on data strategy, governance, analytics capabilities, and AI. Their job is to make your company's data an asset rather than a liability.

Chief Digital Officer: Focuses on digital transformation, moving business processes and customer experiences into digital channels. Their job is to lead the company's shift from analog to digital operations.

What Does a Fractional Chief Data Officer Do?

Data strategy. They build the company's data strategy: what data to collect, how to store it, how to use it, and what business outcomes to target. This is not an IT project, it is a business strategy.

Regulatory compliance around data. GDPR, CCPA, HIPAA data provisions, and sector-specific data regulations. The CDO ensures the company handles data in compliance with applicable law.

What Does a Fractional Chief Digital Officer Do?

Digital transformation strategy. They define which business processes and customer experiences should move to digital channels, in what order, and how. This is the transformation roadmap.

Digital experience ownership. For companies building digital customer products (apps, portals, e-commerce), the Chief Digital Officer often owns the product strategy and digital channel performance.

Technology adoption. They manage the adoption of new digital tools across the organization: CRM, e-commerce platforms, customer portals, and automation tools.

Change management. Digital transformation fails when people do not adopt the new ways of working. The CDO manages the change management process: communication, training, and driving adoption.

Digital P&L. In companies with a digital revenue stream, the Chief Digital Officer may own the P&L for digital channels.

The First 30/60/90 Days: What to Expect

Your data problems are an engineering problem. If the issue is building the data pipelines, not deciding what to build, that is a data engineering hire, not a CDO hire.

You are not ready for transformation. Digital transformation requires organizational readiness. If the CEO and board are not committed to the change, no CDO can drive it alone.

You need daily technical leadership. If your data team is large and needs daily management, a fractional CDO at 15 hours per month is not enough. You need a full-time leader or a strong VP of Data.
